Si adoptamos el derecho de huelga como parámetro para "medir", por una parte, la aplicación de la Constitución y su desarrollo en la legislación y reglamentación y, por otra parte, para evaluar la estructura  política de la sociedad, no podemos menos que señalar que el sistema jurídico y el sistema político no han podido llevar la democracia a las relaciones laborales: parecería que la ciudadanía se detiene en la puerta de las fábricas y establecimientos en los cuales muchas veces impera un régimen autocrático que no reconoce en la realidad los derechos que las normas constitucionales atribuyen a los trabajadores

If we adopt the strike right as parameter for "to measure", on one hand, the application of the Constitution and their development in the legislation and regulation and, on the other hand, to evaluate the political structure of the society, we are not able to less than to point out that the juridical system and the political system have not been able to take the democracy to the labor relationships: it would seem that the citizenship stops in the door of the factories and establishments in which many times an autocratic régime that doesn't recognize in the reality the rights that the constitutional norms attribute to the workers reign.
