La política y práctica de la supervisión en el Programa de Trabajo Social Escolar (PPS en el PTSE) forma parte de la administración pública. Específicamente, se integra al área organizacional de los recursos humanos de la agencia pública conocida como el Departamento de Educación Pública de Puerto Rico (DE). Esta PPS se identifica dentro de las políticas públicas educativas del DE. Actualmente, la PPS no está claramente definida y se carece de la misma para la mayoría de los 1,700 TSE, lo cual trasciende a una población aproximada de 600,000 estudiantes (Departamento de Educación [DE], 2004-2005). Esto demuestra la interrelación y posibles implicaciones entre el TSE  y la educación pública en Puerto Rico (PR).

            El presente escrito ha sido desarrollado en cuatro momentos. Inicialmente, expongo una breve retrospectiva a través de diferentes contextos históricos y sus discursos. Luego, presento recientes políticas educativas y cartas circulares, las cuales examino, por medio, de un análisis crítico del discurso para identificar relaciones, aportes y tensiones.

En tercer lugar, muestro la evolución de esta PPS. En cuarto lugar, partiendo del paradigma de construcción social, propongo algunos “lineamientos-base” para crear múltiples e innovadoras proposiciones contemporáneas relacionadas con la PPS en el espacio del TSE. El escrito, además, muestra algunos referentes internacionales y latinoamericanos relacionados con el concepto de la supervisión en el TS. En resumen, esta reflexión es un aporte a partir de la perspectiva profesional de una TSE.

In the Social Work School Program (SWSP) the politics and practice of supervision (PPS) is part of the public administration. It is integrated specifically in the organizational area of human resources of the public agency known as the Department of Public Education of Puerto Rico (DE). This practice and politics is identified within the public educational politics of the DE. Actually the SWSP is not clearly defined and it lacks the same for the majority of the 1,700 School Social Workers (SSW) which transcends a population approximately of 600,000 students (Department of Education 2004-2005). This shows the relationship and possible implications between the SSW and the public education of Puerto Rico.

The following information has been developed in four steps. First, I expose a brief retrospective through the different historical context and its point of view. Then I show recent educational politics and circular letters which I examine through critical discourse analysis to identify the relations, contributions and pressure. In the third place I explain the development of the politic and practice of supervision. In the fourth place I suggest some alternatives to create contemporary multiple and innovating propositions related to the PPS in the field of the School Social Work. The report also shows some international and latinamerican studies related to the concept of the Social Work Supervision.

            The sum up, this reflection is a contribution from the perspective of a professional school social worker.
